Competitive Hourly Salary
Chelsea Recreation & Cultural Affairs is seeking part-time Instructors who specialize in youth and adult fitness and sports, visual or performing arts, and music education. Must be able to work with all ages and a diverse population. Classes are held at the Williams Middle School Building, 180 Walnut Street and Clark Avenue Middle School, 8 Clark Avenue. Classes are offered Monday- Friday 4-8:30 pm and Saturday 9-4:30 pm. beginning in October, 2023.
Requirements:
- High School degree or equivalent. A.B. or B.A. in Physical Education, Recreation, Music, Art, preferred.
- Relevant experience may be substituted for educational attainment.
- Training/certification requiring evidence of appropriate experience and relevant documentation of skill.
- Ability to prepare and deliver lesson plans and evaluate student progress.
- Bi-lingual English/Spanish preferred

ACCOUNTS PAYABLE SPECIALIST (ARPA)
Auditing Department

POSITION SUMMARY
Responsible and complex clerical account keeping work in the preparation and maintenance of the City’s accounts payable (“A/P”) process and payments. Audit and verify the availability of funds. Assure proper documentation for vouchers. Process payments, City & School. Perform complex work in the oversight and disbursement of payments and the maintenance of A/P transactions and resulting reports. Perform key clerical functions of the Auditing department.
QUALIFICATIONS
Education:
High School graduate with program of education including basic business practices or bookkeeping. Post-secondary education in accounting, business practice strongly advantageous.
Experience:
Three years of office work experience, at least one year of which is in a similar bookkeeping and/or disbursement and financial record keeping position.
Skills, Knowledge & Abilities:
Must have excellent basic math comprehension. Attention to detail. Thorough familiarity and demonstrated experience with computer office programs such as Microsoft Office, databased applications and spreadsheets. Requires excellent organizational practices and efficient time management. Must have good communication skills to tactfully instruct others on voucher procedures and to clarify documentation obligations. Must have good vision to read accurately from a variety of hand written submissions and small print texts. Must have good hand movement and strong keyboard ability; a great deal of the work is data entry, physical file maintenance and report distribution. Ability to work in strict confidence.

The City of Chelsea strives to improve health outcomes, promote the well-being of Chelsea residents, build community resilience and advance health equity by bridging social services and augmenting health care access.
As trusted members of the community, Community Health Workers (CHWs) are an integral part of achieving these goals. CHWs have the skills and experience to understand resident’s circumstances and barriers. The CHW will serve as an on the ground resource for residents, will engage with existing state and/or local public health led-actions, and will help residents access services specifically to their needs. The CHW will support outreach programs and activities from the Chelsea Division of Public Health and the Department of Housing and Community Development.
A Community Health Worker is a public health worker who applies his or her unique understanding of the experience, language and culture of the populations he or she serves in order to carry out one or more of the following roles:
- (a) providing culturally appropriate health education, information and outreach in community-based settings such as homes, schools, hospitals, clinics, shelters, local businesses and community centers;
- (b) bridging or culturally mediating between individuals, families, and communities, including actively building individual and community capacity;
- (c) assuring that community members access the services they need;
- (d) providing social support, care coordination and health survey screenings;
- (e) advocating for individual, family and community needs pertaining to access to services, and additional roles as may be identified in the development of CHW practice.
ESSENTIAL JOB FUNCTIONS and DUTIES
Resident Engagement and Assessment
- Assist residents via telephone or in person to navigate available social services programs.
- Assess impact of COVID-19 in the community setting.
- Provide culturally sensitive services to residents from diverse racial, cultural, and socioeconomic backgrounds.
- Engage in outreach activities at various settings utilizing varying methods such as phone calls, in-person conversations, and group presentations, distribution of prints and electronic information, and social media.
- May require evening and weekend hours in order to maximize engagement with the community
Systems Navigation and Collaboration
- Collaborate with team members, city departments, community based organization, medical providers and other stakeholders to support resident needs.
- Assist residents with completion of applications for services.
- Remain informed about public health, housing and social services resources
- Research and connect residents to community resources related to Social Determinants of Health needs, including food, housing, legal services, access to health care and other identified needs secondary to COVID19.
QUALIFICATIONS
- High school diploma or GED required
- Two to four years of work experience in related fields such as social services, community outreach, community or public health, etc.
EDUCATION, SKILLS & EXPERIENCE/LICENSING/CERTIFICATIONS
- As a condition of continued employment, must be able to become certified as a Community Health Worker pursuant to regulations set forth by Division of Professional Licenses & Permits.
- Strong interpersonal skills
- English fluency required. Bi-lingual capabilities in a language relevant to Chelsea’s culture required (Spanish strongly preferred).
- Assessment and problem-solving skills
- Ability to work independently and within a multi-cultural team
- Demonstrated organizational and time management skills
- Demonstrated ability to work effectively and provide advocacy for racially and ethnically diverse populations and communities preferred

Senior Housing Development Project Manager

POSITION SUMMARY (Full description follows)
Responsible for the coordination and project management of the City’s housing development projects and housing programs. Professional work in meeting the City’s comprehensive housing agenda. Under the Direction of the Director, manage housing programs and development projects through the planning, design, and implementation phases, evaluate and effectuate City investment towards development of private and non-profit affordable and workforce housing, and assist in the creation of housing policy. Responsible for housing program development and management, grant management, program budgeting and project financing, and for the operation and monitoring of the City’s CDBG-funded and other housing projects and programs.
EDUCATION AND EXPERIENCE
BA/BS in Public Policy, Urban Planning, Urban Studies, Business Administration, Construction Management, or a related field of study and four (4) years of experience in private or municipal housing development, housing program management, and/or public housing administration; and/or Master’s Degree with two (2) years of professional experience in a related field. A combination of relevant education and experience will be considered. This position requires a strong theoretical basis gained through education as well as practical experience.
SKILLS, KNOWLEDGE, & ABILITIES
Working knowledge of general urban housing and planning theories, principles, and policies. Understanding of municipal, state, and federal housing policy, neighborhood planning and development, and housing markets and economic trends. Experience in the administration of housing programs, including financing and strategies to create safe, affordable housing and prevent displacement. Experience in housing development and program/project management, project budgeting and financing, and construction supervision for private and non-profit housing developments. Experience with grant funding and management. Strong writing and organizational skills. Solid and varied experience with Massachusetts real estate and land use law, statutes, and regulations applicable to housing planning, development, and financing. Familiarity with state and federal housing policy and regulations. Ability to manage a varied portfolio of project and program management responsibilities. Excellent written and verbal communication skills, ability to effectively engage residents, nonprofit organizations, businesses, and stakeholders. Excellent, tactful, and effective written and oral communication. Bilingual (Spanish) is helpful.
